Overview

The Low Income Household Water Assistance Program (LIHWAP) helped low income households pay the cost of water and sewer services. The program assisted households who had past due bills (arrears) for water and/or sewer services. LIHWAP was established through the Consolidated Appropriations Act, 2021 and the American Rescue Plan Act, 2021. New York State used these funds to assist low income households for water and wastewater arrears. Benefits were issued directly to water and wastewater providers to restore or prevent loss of drinking water or wastewater services.

In November 2023, LIHWAP paid a one-time Supplemental Rate Reduction Benefit of $415.00 directly to the water or sewer vendors of households who received a LIHWAP benefit in Federal Fiscal Year 2023. Eligibility for this supplemental benefit was only available to those recipients who received a benefit in Federal Fiscal Year 2023. The supplement was issued it directly to the approved household's vendor. It may take up to 90 days for vendors to credit accounts.
