Message from the Commissioner

Barbara C. Guinn

The New York State Office of Temporary and Disability Assistance (OTDA) is dedicated to improving the quality and accessibility of services for families across New York. As we work to strengthen economic security and provide meaningful support, it is essential that we listen to the voices and perspectives of those with lived experience. These insights are invaluable in shaping policies and programs that truly meet the needs of New Yorkers.

As a result, we are launching the Family Voice Forum (FVF). The Forum is a unique opportunity for individuals and families who have navigated OTDA systems to share their experiences, insights, and recommendations to help inform and improve New York's policies and programs. Through the FVF, OTDA can foster a more responsive and equitable system that uplifts every community member.

Barbara C. Guinn (She/Her)
Commissioner

Mission

OTDA's mission is to help vulnerable New Yorkers meet their essential needs and advance economically by providing opportunities for stable employment, housing, and nutrition.

The FVF's mission is to empower individuals with lived experience by providing a platform where their voices are heard, respected, and valued.

About

The FVF is dedicated to amplifying the voices of families and individuals who have experienced OTDA's economic support firsthand. We strive to ensure that our services are responsive, equitable, and effective, empowering all New Yorkers to achieve greater economic security and well-being.

The FVF is established to ensure that the insights of New Yorkers who have used our programs and services are at the forethought of our decision-making. The FVF provides a platform for families to collaborate with policymakers, share their experiences, and contribute to developing policies and programs.

FVF Goals:

  • Collaboration: To work alongside policymakers and program leaders to co-create solutions that address the real needs of New Yorkers.
  • Inclusion: To provide a space for individuals and families to be heard and respected as experts in their own experiences.
  • Empowerment: To give families a meaningful role in shaping policies that impact their lives and communities.
  • Accountability: To ensure that the voices of those we serve directly inform program design and service delivery.

Our Commitment to Diversity, Equity, Inclusion, and Accessibility

OTDA is committed to integrating Diversity, Equity, Inclusion, and Accessibility (DEIA) principles and practices in everything we do. OTDA is passionate about fostering an inclusive environment where all individuals feel welcome, valued, and given the opportunity to thrive. At the core of OTDA's mission and vision, DEIA increases OTDA's capacity to serve and protect New Yorkers, including communities of different cultures, languages, backgrounds, traditions, and experiences.

  • DiversityOTDA values the diversity of the communities we serve and recognizes each person's unique strengths, perspectives, and needs. OTDA's goal is to ensure that our FVF, staff, and services reflect New York State's diversity. We strive to engage people from various backgrounds, ethnicities, abilities, and identities, ensuring representation and inclusion in all aspects of our work.
  • EquityOTDA is committed to identifying and removing barriers that prevent individuals and families from accessing essential services. By actively listening to the experiences of those we serve, we aim to address inequities and design solutions that ensure all New Yorkers have the resources they need to succeed. We recognize that the pathway to equitable programs and services requires continuous learning, evaluation of our programs, and adapting to the needs of the people we serve.
  • InclusionOTDA recognizes that creating meaningful change starts by including diverse voices in the decision-making process. The FVF is dedicated to fostering an inclusive environment where individuals feel valued, empowered, and respected. We actively seek input from individuals with lived experience, ensuring their insights are integrated into the policies and programs directly impacting their lives.
  • AccessibilityOTDA is committed to providing accessible programs and services to all New Yorkers. Our efforts to improve accessibility include communicating with the people we serve about increased support and welcoming of people with disabilities.

Together, we are working to create a system that serves all New Yorkers, listens to them, values their contributions, and builds trust. Our commitment to diversity, equity, inclusion, and accessibility is central to achieving our vision of an empowered, economically secure New York for everyone.
