Federal Government Shutdown

Due to the ongoing federal government shutdown and the lack of federal funding, the start of applications for the Home Energy Assistance Program (HEAP) has been delayed until further notice. The shutdown is not yet affecting other programs overseen by the New York State Office of Temporary and Disability Assistance — including Public Assistance and the Supplemental Nutrition Assistance Program (SNAP). Applications for Public Assistance and SNAP are continuing to be accepted, benefits are being provided, and use of benefit cards are not impacted at this time. If the shutdown continues into November, benefits for SNAP could be delayed. This message will be updated as additional information becomes available.

Overview

Housing and Support Services (HSS) administers an array of programs to address the problems of homelessness in the State. These programs provide a continuum of services for homeless, at risk and low-income households. HSS programs are designed to prevent homelessness, provide shelter for the homeless, construct supportive housing for the homeless and offer essential services to stabilize housing situations and increase levels of self-sufficiency.

To accomplish this, HSS administers the Homeless Housing and Assistance Program (HHAP), as well as a range of support services programs for homeless and at risk families and individuals, including the Solutions to End Homelessness Program (STEHP), New York State Supportive Housing Program (NYSSHP), Housing Opportunities for Persons with AIDS Program (HOPWA), Emergency Needs for the Homeless Program (ENHP), Operational Support for AIDS Housing Program (OSAH), and the Empire State Supportive Housing Initiative (ESSHI).

If you are currently homeless or at-risk of homelessness please contact your local Department of Social Services.

If you are located in New York City (NYC), please call 311 or visit the NYC Department of Homeless Services (DHS) where there is information on intake centers, prevention programs, etc.

Please note that HSS administers grant programs primarily to non-profit organizations. We do not operate housing or provide funding or services directly to individuals. To find a provider in your area see Housing Services by Region.
