This RFP is for an evaluation of initiatives in three cities designed to reduce child poverty.

New York State will be investing $49.5 million over a multi-year period in the Child Poverty Reduction Initiative (CPRI) to help families residing in the City of Rochester (Monroe County), the City of Buffalo (Erie County) and the City of Syracuse (Onondaga County) to improve economic well-being. The funding allocations are $25 million for Rochester/Monroe, $12.25 million for Buffalo/Erie and $12.25 million for Syracuse/Onondaga. Each local CPRI will be developed by the county social services district (District) in partnership with the city and OTDA (hereafter, “Partners”). These three cities have some of the highest rates of child poverty in the nation. In addition to direct assistance to families experiencing poverty, the purpose of these initiatives is to inform future state policy by providing evidence about the implementation and outcomes of interventions to reduce child poverty.
