Federal Government Shutdown

The ongoing federal government shutdown is not yet affecting programs overseen by the New York State Office of Temporary and Disability Assistance — including Public Assistance and the Supplemental Nutrition Assistance Program (SNAP). Applications are continuing to be accepted, benefits are being provided, and use of benefit cards are not impacted at this time. If the shutdown continues into November, benefits for SNAP and the Home Energy Assistance Program (HEAP) could be delayed. This message will be updated as additional information becomes available.

Educational Resources (ER) 2015-2016

Appropriation Level: $250,000

Improved literacy, including English language proficiency, for many is the essential first step toward the acquisition of a high school diploma, or equivalent and ultimately employment. As adult learners improve their literacy, they increase their employability and enhance their ability to support themselves and their families. The Educational Resources (ER) program is designed to assist social services districts in addressing the educational needs of their TANF eligible population and enable them to improve their literacy skills and become productive and successful in the workplace, home, and community.

Providers are reimbursed as participants:

  • Advance one ABE, ASE, ESL, or NRS level as determined by pre-and post-testing
  • Obtain a high school equivalency diploma or a secondary school diploma through an external diploma program
  • Complete a career plan and enter unsubsidized employment for at least 30 days
  • Complete a career plan and retain employment for at least 90 days

The un-obligated and unspent portions of the SFY12-13, SFY13-14 and a portion of the SFY14-15 Educational Resources appropriations support $798,250 in contracts from 9/1/15 – 8/31/16.
